You can get away with almost anything if you are smart about it. Poker dealers in PA do not have a key to their tip box. At the end of their shift the casino counts their tips per PA law. No off the books income for dealers in PA.
A dealer in LV would have a much easier time pulling this scam. This guy was grabbing $200/night, so a red chip from 40 pots. Forty chances to get caught stealing a night.
Of course, the article speculates that the casino will start pooling dealer tips. I hope not. I definitely tip the good dealers more than the slow, incompetent, or rude dealers.
When I used to play this was a big concern in cardrooms where the dealers carried their own trays from table to table especially when changing color out of an active pot
