Strangely, I figured this one out through logic alone:

Looks like a photo of an old-timey event (a parade?), from perhaps the 40's or 50's. If this is in a casino, said casino was almost certainly involved in the parade/float and therefore should have been around then. That rules out the strip and basically means you're downtown.

Float in parade appears to be sort of old-school yee-hah. That type of individuality and personality sure sounds like a casino which is bound up in the reputation of a particular man, as opposed to a board of directors, or a group of mafia thugs. It sounds like the sort of thing only an egocentric individual owner of a casino would even approve in the first place.

That sure sounds like the Horseshoe is the only choice that fits all those criteria, so I had to go with Benny's old stomping grounds.

Nice work. But if you had just looked real close, you could have seen that the float says "HORSESHOE" on it. :-)
